This pull request combines two issues.

Regarding PSQL18 for C9S it looks good to me. Regarding disable/remove openshift 4 tests, I would prefer to remove only comment from .github/workflows/container-tests.yaml the rest of files, like test-lib-postgresql.sh should be still there. For case, that the other teams use it.
